UK Defence Secretary John Healey has reaffirmed the government’s commitment to integrating artificial intelligence and other emerging technologies into the nation’s armed forces. The Strategic Defence Review (SDR), commissioned by the Labour government after July 2024, is set to provide the first externally led, comprehensive evaluation of the UK’s military strategy and capabilities in decades.
Strategic Defence Review and AI Focus
The SDR, overseen by John Healey and with input from figures including Lord Robertson and Fiona Hill, aims to assess the evolving threats facing the UK and recommend reforms to modernize the armed forces. According to the Ministry of Defence and recent government briefings, the review will place significant emphasis on leveraging AI and related technologies to enhance operational effectiveness, streamline procurement, and support North Atlantic Treaty Organization (NATO) commitments.
Delay and Expected Timeline
The SDR was initially scheduled for release in spring 2025, but as of mid May, publication has been delayed. Recent statements from Lord Robertson indicate the review is now anticipated to be released in early June 2025.
Investment and Procurement Reform
The Ministry of Defence has pledged that at least 10% of its equipment budget will be allocated to emerging technologies, including AI, drones, and cyber systems. This policy is already evident in procurement activity, such as the recent £30 million contract with Anduril UK to supply Altius 600M and 700M drones to Ukraine. The MoD has supplied over 10,000 drones to Ukraine since 2022, reflecting the lessons learned from recent conflicts about the growing role of autonomous and remotely piloted systems.
Defence Secretary Healey and official reviews have criticized the MoD’s historic procurement processes for being slow and costly. The SDR aims to introduce more agile and responsive purchasing systems, support UK industry, and ensure the military is equipped for rapidly changing threats.
NATO and Security Cooperation
The AI initiative aligns with the UK’s “NATO-first” defence strategy. The UK remains a principal supporter of NATO’s Security Assistance and Training for Ukraine program and leads the Ukraine Defence Contact Group. Government statements continue to emphasize the importance of NATO in responding to threats from Russia and in global security.
Ethical Oversight and Challenges
The government has established an AI Ethics Advisory Panel to help ensure responsible and accountable integration of AI in defence, addressing public concerns about the ethical implications of military automation. Parliamentary committees have called for robust ethical frameworks and oversight for AI-driven systems.
